Department of Natural Resources shall create a plan to restore American woodcock (Scolopax minor) populations in consultation with the American Woodcock Society, Ruffed Grouse Society, Michigan United Conservation Clubs, Wildlife Management Institute, timber and forest products advisory council, U.S. Forest Service, and U.S. Fish and Wildlife Service.

Plan shall include interim and final habitat and population goals for the entire state and each region, state/national forest unit, wildlife area, and game area; habitat treatments; use of federal good neighbor authority on national forest lands; and private land habitat expansion methods.

Department shall submit initial plan by December 31, 2023 to standing committees of senate and house with primary responsibility for natural resources.

Department shall review and update plan every 5 years in consultation with specified entities and submit updated plans to legislative committees.

Department shall submit annual progress reports to legislative committees by July 1 each year detailing progress in meeting plan goals.
