Natural gas providers must offer all customers a carbon offset program option beginning no later than January 1, 2024.

Participating customers pay a share of carbon offset credit purchase prices proportional to a percentage of their natural gas usage, plus their proportional share of the provider's administrative costs for the program.

Customers select their participation percentage from options provided by the natural gas provider, including fixed percentages and escalating percentages over time.

Natural gas providers must purchase or generate carbon offset credits paid for by participating customers and may aggregate fractional purchases from multiple customers.

The Public Service Commission must approve all program rates and rates charged for carbon offset credits, and shall identify independent third-party certification bodies to certify that carbon offsets represent real, additional emission reductions.
