Adds exception to mandatory automobile insurance requirements for owners or registrants who meet qualifications under Michigan Vehicle Code section 227c and provide required information to the secretary of state.

Clarifies that insurance security is only required while a motor vehicle is driven or moved on a highway, and allows deletion of certain coverage portions for vehicles not driven on highways.

Adds new disqualification from personal protection insurance benefits for owners or registrants of motor vehicles where security under section 3101 was not in effect under the new exception provision.

Defines multiple vehicle types exempt from motor vehicle insurance requirements, including commercial quadricycles, electric bicycles, golf carts, motorcycles, mopeds, ORVs, and power-driven mobility devices.

Takes effect only upon enactment of Senate Bill No. ____ or House Bill No. 5648 (tied bill providing corresponding provisions).
