Replaces references to "commission" with "unemployment agency" throughout Section 9 of the Michigan Employment Security Act

Prohibits the unemployment agency or its authorized agents from requiring employing units to provide books, records, or papers in any form other than their existing form

Grants the unemployment agency authority to examine or copy books, records, and papers of employing units relating to act requirements, issue subpoenas, administer oaths, and certify official acts

Authorizes circuit courts to enforce subpoenas and punish contempt for failure to comply with orders to appear, testify, or produce documents

Provides that individuals cannot be excused from testifying based on self-incrimination grounds, but grants immunity from prosecution for compelled testimony (except for perjury)
