Expands the definition of "serious misdemeanor" in the Crime Victim's Rights Act to include threatening a Department of Health and Human Services employee with physical harm (effective January 1, 2023).

Adds embezzlement from a vulnerable adult as a serious misdemeanor offense, covering amounts less than $200.00 and amounts from $200.00 to $1,000.00 (effective January 1, 2023).

Includes moving violations causing death or serious impairment of body function as serious misdemeanor offenses (effective January 1, 2023).

Renumbers existing serious misdemeanor categories to accommodate new offenses and requires law enforcement officers and prosecutors to document on charging instruments when vehicle-related and liquor-related violations resulted in property damage, physical injury, or death.
