Renames the "licensing and regulation fund" to the "occupational fund" and specifies that the fund's money must be used only to offset the cost of operating the department's corporations, securities, and commercial licensing bureau and related overhead expenses.

Establishes licensing fees for home inspectors under the occupational code, including a $100 nonrefundable application processing fee, $100 per-year license fee, $200 examination fee, and $20 examination review fee.

Requires home inspector licensing fees to be deposited into the occupational fund to offset the department's costs, with annual adjustments to license fees based on the Detroit Consumer Price Index with a maximum 5% increase per year.

Takes effect 1 year after enactment and is contingent on the enactment of Senate Bill No. ____ or House Bill No. 5691.
