Amends the Freedom of Information Act to clarify that FOIA coordinators shall "accept and process" requests rather than "be responsible for accepting and processing" requests.

Requires FOIA coordinators to approve any denial under sections 5(5) and (6) instead of sections 5(4) and (5).

Adds new subsection (4) requiring FOIA coordinators to process public records requests in a manner that prevents disclosure of the request or its contents to any person except as necessary to fulfill their FOIA duties.

Applies to public bodies that are cities, villages, townships, counties, or state departments, with specific designation rules for county boards of commissioners and other public bodies' chief administrative officers.

Allows FOIA coordinators to designate another individual to act on their behalf in accepting, processing requests, and approving denials.
