Expands the definition of "self-defense spray or foam device" to include cartridges or projectiles that can be fired from a pneumatic gun containing orthochlorobenzalmalononitrile, oleoresin capsicum, or ultraviolet dye solutions.

Modifies the method of delivery language from "ejects, releases, or emits" to "ejecting, releasing, or emitting, including through a cartridge or projectile" to clarify that these devices can dispense their contents via projectile.

Allows self-defense spray devices to be delivered through pneumatic gun cartridges or projectiles while maintaining existing restrictions on active ingredients (not more than 35 grams of orthochlorobenzalmalononitrile or not more than 18% oleoresin capsicum).

Retains existing penalties for unauthorized use (misdemeanor punishable by up to 2 years imprisonment or $2,000 fine) and prohibitions on sales to minors.

Takes effect 90 days after enactment into law.
