Clarifies the definition of "renewable energy resource" to specify it naturally replenishes over a human time frame rather than geological timeframe and comes from the sun or thermal inertia of the earth.

Expands eligible energy projects to include anaerobic digester energy systems alongside energy efficiency improvements and renewable energy systems.
