Criminalizes knowingly or intentionally providing false or misleading information related to assisted reproduction procedures, including misrepresentations about embryos, gametes, donor identity, and donor medical/genetic history, punishable by up to 5 years imprisonment or $50,000 fine.

Prohibits health professionals from knowingly or recklessly using or providing human embryos or gametes other than those expressly consented to in writing by the patient, punishable by up to 15 years imprisonment or $100,000 fine.

Defines "anonymous donor" to mean a donor whose identity is not revealed to the patient but whose medical information (present illness, past illnesses, mental health history, social history, genetic defects, family medical history, and education level) must still be known and documented.

Establishes that using an anonymous donor does not excuse a health professional from liability for violations of this section.

Takes effect 90 days after enactment.
