Requires the state transportation department to use concrete barriers or equivalent crashworthy temporary traffic barriers when closing a freeway or portion of freeway for construction, improvement, or repair.

Mandates concrete or equivalent crashworthy barriers separate road workers from traffic during nighttime work (between half hour after sunset to half hour before sunrise) on partially closed freeways when work is scheduled in a contractor agreement.

Exempts emergency repairs lasting 3 days or less that must be made immediately by state transportation department employees, contractors, or agents to protect motorist safety from the barrier requirements.

Adds definitions for "crashworthy," "freeway," "highway," "Michigan manual on uniform traffic control devices," and "suitable barrier" to clarify application of the law.

Modifies the 1917 highway closure law to clarify that highway closures must comply with uniform traffic control device standards adopted under the Michigan vehicle code.
