Replaces mandatory language "shall" with "must" throughout the section regarding county departments of veterans' affairs for consistency with current drafting standards.

Removes the requirement that county boards of commissioners provide notice of committee openings to newspapers and veteran service organizations within the county.

Clarifies that committee members must be appointed based on demonstrated knowledge, skills, and experience in public service, business, or finance.

Eliminates subsection (4) requiring public notice of vacancies on veterans' affairs committees while renumbering subsequent subsections accordingly.
