Modifies the creation and operation of county park trustees boards, clarifying that county boards of commissioners (rather than supervisors) oversee park acquisitions and appropriations.

Eliminates the requirement that park rules be published in a newspaper of general circulation; rules now only require county board of commissioners approval, posting in at least 3 conspicuous places at each affected park, and posting must be at least 10 inches by 12 inches with legible type.

Establishes that county park trustees must manage and control park funds, hold title to park property in trust for the county, supervise park improvements, and may impound water to form lakes on park property if deemed necessary.

Requires county park trustees to elect a chairperson and secretary, with all fund expenditures paid by the county treasurer only upon warrant or voucher signed by the chairperson and one other trustee.

Clarifies that the other trustee must report to the county board of commissioners at each October session regarding park property condition and fund expenditures.
