Amends the commercial feed licensing and regulation law to authorize the Michigan Department of Agriculture to inspect, audit, certify, and issue certificates of free sale for commercial feed and feed ingredients manufactured in the state.

Establishes a certificate of free sale application process requiring manufacturers to submit forms prescribed by the department and pay a $60.00 application fee.

Requires the department to grant or deny certificate applications within 10 business days of receiving a completed application and fee; denial must include written notice stating reasons.

Sets certificate validity period at 1 year and establishes a $10.00 fee for duplicate certificate copies; all fees deposited into the feed control fund.

Defines certificate of free sale as a document verifying that commercial feed or ingredients are manufactured in Michigan, legally sold or distributed in the state, and approved by the department for open market sale.
