Authorizes the Department of Agriculture to inspect, audit, or certify nurseries and issue certificates of free sale for nursery stock upon request or based on voluntarily supplied records.

Requires nursery dealers, growers, and plant growers to submit applications on forms prescribed by the department and pay a $60.00 application fee.

Department must grant or deny certificate applications within 10 business days; denial requires written notice stating reasons.

Certificates of free sale verify that nursery stock is propagated, grown, or cultivated in Michigan for at least 28 days and is legally sold in the state with department approval; valid for 1 year.

Fees collected ($60.00 application fee, $10.00 for duplicate certificates) must be deposited into the agriculture licensing and inspection fees fund.
