Authorizes the Michigan Department of Agriculture to inspect, audit, or certify milk plants processing grade A milk and milk products in the state upon request or based on voluntarily supplied records.

Establishes a certificate of free sale program allowing processors and producers to obtain department verification that their grade A milk or milk products are legally processed and distributed in Michigan.

Requires the department to approve or deny certificate applications within 10 business days of receiving a completed application and payment of the $60 application fee.

Sets certificate validity period at 1 year, with duplicate certificate copies available for $10 each.

Directs all fees collected to be deposited into the dairy and food safety fund created under the Michigan food law.
