Replaces terminology throughout the Occupational Code Article on barbers, changing "person" to "individual" and modernizing language (e.g., "renders" to "performs," "shall" to "must").

Adds new definitions for "mobile barbershop," which includes self-contained vehicles with barber equipment or portable equipment transported to temporary locations, and defines "operator of a barbershop" and "premises" for mobile units.

Modifies barbershop licensing requirements to specify licenses are issued to persons to operate barbershops at specified premises, and clarifies that ownership or operator changes automatically revoke existing licenses.

Exempts mobile barbershops from the requirement to be completely partitioned from dwellings and provides that license transfers or location changes do not apply to mobile barbershops in the same way as traditional barbershops.

Requires the board to promulgate rules for mobile barbershop operations within 1 year, including sanitation standards, safety requirements, and permanent address requirements for appointment records and employee license information.
