Amends Michigan's child care licensing law (1973 PA 116) to allow child caring institutions to provide services to homeless youth for up to 72 hours with or without parental consent

Excludes youth under court jurisdiction under the probate code or those in state custody from the 72-hour safe harbor provision

Makes grammatical corrections to section 1 definitions, changing "applies" to "apply" in child care staff member and child caring institution staff member definitions

Modifies the definition of "child caring institution" to reference the new section 1b exception regarding the 24-hour basis requirement for homeless youth services

Clarifies the "licensee designee" definition to specify that license applications must be signed by the licensee if an individual, or by a member of the corporation, company, or organization
