Amends the State Employees' Retirement System Act to allow retired state employees to work for the state under specific circumstances without forfeiting their retirement allowance.

Establishes exemptions to the standard rule that retirants forfeit retirement benefits during periods of state employment, including positions in the Department of Corrections providing health care and custody services on limited-term, per diem, no-benefits basis.

Allows retired assistant attorneys general to serve as special assistant attorneys general if the position requires their specialized expertise and is cost-effective.

Permits retired psychiatrists and mental health professionals to provide services in state psychiatric hospitals if determined cost-effective and requiring their specialized expertise.

Includes provisions allowing retired Department of Natural Resources employees to work up to 600 hours annually on wildfire suppression and retired legislative counsel to work through contractual arrangements, each with mandatory reporting requirements to state budget and retirement offices.
