Reduces the justice system assessment for civil infractions from $40.00 to $30.00 per violation, except for parking violations or violations with total fines and costs of $10.00 or less.

Changes mandatory language in section 602b from "must not be more than" to "is" for civil fines, establishing fixed penalties of $100.00 for first offense and $200.00 for second or subsequent offenses.

Replaces archaic language throughout the statute by changing "shall" to "must" in section 907(2)(a).

Adds "purchase, or rental" to subsection (11) regarding evidence of child seating system acquisition for waiving civil infractions related to section 710d violations.

Takes effect only upon enactment of both House Bill 5732 and either Senate Bill (number blank) or House Bill 5772.
