Appropriates $100,000,000 in federal funds from the Coronavirus State Fiscal Recovery Fund (American Rescue Plan Act) for fiscal year ending September 30, 2022.

Allocates $40,000,000 to Department of Health and Human Services for purchase and distribution of CDC/NIOSH-approved N95 or KN95 masks to local health departments and community organizations for coronavirus pandemic response.

Allocates $60,000,000 to Department of Health and Human Services for purchase and distribution of FDA-approved at-home antigen diagnostic tests for SARS-CoV-2 to local health departments and community organizations.

Designates both mask and testing kit appropriations as work project appropriations with September 30, 2026 completion dates; unencumbered funds do not lapse at fiscal year end.

Requires state budget director to monitor federal compliance and provide monthly reports to Senate and House appropriations committees and fiscal agencies until all funds are exhausted.
