Amends the State School Aid Act of 1979 to adjust higher education appropriations for fiscal year ending September 30, 2023 (changing references from fiscal year 2022).

Reduces gross appropriation for higher education from $1,808,251,200.00 to $100.00, with corresponding reductions in federal revenues, state restricted revenues, and general fund allocations.

Strikes detailed appropriations for all 15 public universities including Michigan State University, University of Michigan campuses, Wayne State University, and others that previously totaled $1,553,483,000.00.

Eliminates funding for student support programs including state competitive scholarships ($29.9 million), tuition grants ($42.0 million), tuition incentive program ($71.3 million), and other financial aid programs totaling $147.8 million.

Updates payment distribution timeline for remaining institutional funding from October 16, 2021 to October 16, 2022, and adjusts reporting deadlines for higher education data submissions.
