Amends the State School Aid Act of 1979 to modify fiscal year 2023 appropriations, replacing previous FY2022 appropriations of $14,797,232,100.00 from the state school aid fund with $100.00.

Reduces general fund appropriation from $85,400,000.00 to $100.00 and community district education trust fund appropriation from $72,000,000.00 to $100.00 for fiscal year ending September 30, 2023.

Removes appropriation from the water emergency reserve fund for fiscal year 2023.

Makes technical corrections to statutory language by replacing "shall" with "must" and "pursuant to" with "under" in payment and distribution procedures for districts and intermediate districts.
