Reduces community college operations appropriation from $328,583,400.00 to $100.00 and eliminates detailed allocations to individual community colleges.

Reduces higher education appropriation from $1,808,251,200.00 to $100.00 and eliminates all specific allocations to public universities and student aid programs.

Makes minor technical corrections replacing "shall" with "must" in payment distribution procedures under Section 17b.
