Requires veterinarians to practice veterinary medicine only within a veterinarian-client-patient relationship, with exceptions as provided in section 18818a.

Veterinarian must assume responsibility for clinical judgments about animal health and treatment, with owner agreement to follow instructions.

Veterinarian must have sufficient knowledge of the animal to make at least a general or preliminary diagnosis of its medical condition.

Veterinarian must be readily available or arrange emergency coverage for follow-up evaluations and must offer owners the option of in-person follow-up visits.

Veterinarian must have recently examined the animal in person or obtained current knowledge through electronic transmission of images and records or referral from another veterinarian.
