Prohibits health facilities and agencies receiving state money from using any such funds to interfere with or discourage employee unionization, while preserving their right to lawfully negotiate and enforce collective bargaining agreements.

Requires health facilities and agencies to maintain detailed records of all state money expenditures and submit quarterly reports to the Department of Health and Human Services within 30 days of each calendar quarter end.

Authorizes the Department to audit facility records on its own initiative or based on credible complaints to ensure compliance with record-keeping and reporting requirements.

Establishes civil liability for violations, allowing the Attorney General or any person to recover the full value of state money spent in violation of this section, with courts able to award costs, expenses, and attorney fees.

Declares facilities adjudicated to have violated this section ineligible to receive state money for 3 years after judgment and defines "interfere with or discourage unionization" to include anti-union communications, hiring union-avoidance consultants, holding anti-union meetings, and planning employee-supervisor activities against labor organizations.
