Creates a school and local government financing commission within the Department of Treasury, consisting of 11 members with expertise in state and local finance appointed by the governor to 3-year terms

Commission must review and investigate funding for local governments (counties, cities, villages, townships) regarding revenue sharing formulas, tax limitations, and cost burdens to assess adequacy, equity, and stability

Commission must review and investigate funding for school districts and intermediate school districts, including impacts of Proposal A of 1994 and related legislation, to assess adequacy, equity, and stability

Commission must report specific determinations to the legislature, governor, state fiscal agencies, and the public no later than 2 years after the act's effective date

The act expires and is repealed 3 years after its effective date
