Adds new disclosure requirements for public school districts and intermediate districts to post on their websites within 15 days of adopting budgets, including audited financial statements from educational management organizations, detailed accounting of authorizing body fees and expenditures, and noncompliance notices from state oversight bodies.

Requires districts to post information about educational management organization agreements under specified sections of the revised school code, including specific financial expenditures and any information provided by the organization to the district.

Modifies penalties for noncompliance with disclosure requirements by clarifying which subsections trigger withholding of state school aid and reorganizing subsection numbering from (4)-(16) to (1)-(15).

Requires districts and intermediate districts offering virtual learning to submit annual reports by November 1 detailing per-pupil costs by vendor type, and directs the department to submit a summary report by March 31 to legislative appropriations subcommittees.

Takes effect 90 days after enactment into law.
