• Changes mandatory language ("shall") to "must" throughout sections 503, 523, and 553 regarding contract requirements, board resolutions, and educational goals for charter school operations.

• Updates educational assessment references from Michigan Education Assessment Program (MEAP) to Michigan Student Test of Educational Progress (M-STEP) for measuring pupil academic achievement in charter school contracts.

• Removes reference to 1965 PA 166 from the list of laws that urban high school academies and schools of excellence must comply with.

• Takes effect 90 days after enactment.
