Renames the "office of regulatory reform" to the "Michigan office of administrative hearings and rules" throughout the Administrative Procedures Act of 1969.

Requires each agency to submit 20% of its rules for review by January 31 annually, with all rules reviewed at least once every 5 years, beginning January 31, 2024.

Agencies must prepare annual rule reports assessing whether each reviewed rule is necessary, outdated, duplicative, or needs updating; including fiscal impact analyses on the agency, businesses, individuals, and local governments.

Rules automatically rescind after 60 days if an agency fails to correct deficiencies in its rule report after receiving notice of the deficiency from the Michigan office of administrative hearings and rules.

The auditor general must conduct annual performance audits of agency rule reports beginning January 15, 2026, and submit findings to legislative leadership and post on the auditor general's website.
