Prohibits state agencies, political subdivisions, and their employees/officers from entering into nondisclosure or confidentiality agreements for economic development projects

Defines "economic development project" as any project receiving state or local tax incentives, tax abatements, bonds, loans, grants, rebates, or other financial/economic assistance

Defines "nondisclosure agreement" as any contract provision that makes terms confidential or prohibits parties from disclosing, discussing, describing, or commenting on agreement terms

Applies to all contracts entered into, amended, extended, or renewed on or after the bill's effective date

Effective date is the date the bill is enacted into law
