• Allows growers and processors to transfer marihuana to facilities at the same location without using a secure transporter if the transfer uses only private real property without accessing public roadways.

• Permits provisioning centers to receive marihuana transfers from co-located facilities without requiring a secure transporter under the same private property conditions.

• Allows applicants with spouses to submit an attestation stating the spouse will not control or direct the marihuana facility or make policy decisions, which exempts the spouse from background investigation and licensure requirements.

• Prevents denial of an applicant's license solely based on a spouse's government employment unless the spouse's position creates a conflict of interest, works within the cannabis regulatory agency, or works within a marijuana regulatory body.

• Takes effect 90 days after enactment, contingent upon House Bill 5965 of the 101st Legislature being enacted into law.
