Establishes the Michigan legislative medal of honor as the highest legislatively issued military award in Michigan under the existing Michigan legislative state medal program.

Medal eligibility requires service members to be born in Michigan, be a resident when entering service, or die in the state, and perform a deed of personal bravery or self-sacrifice involving risk of life that distinguishes them above comrades.

Legislature may award the medal by concurrent resolution, limited to a maximum of 2 recipients per regular session: one service member who served between January 1, 1836 and December 31, 1955, and one who served on or after January 1, 1956.

Designates the legislative council administrator to screen nominees, submit information about qualifications to relevant committees, and determine if recommendations meet the medal standard or should instead qualify for the Michigan legislative medal of valor.

Medal ceremony shall be conducted by the speaker of the house and senate majority leader in the presence of sponsoring legislators and the recipient's district representatives, and applies to both living and deceased service members.
