Requires nonprofit corporation recipients to be 501(c) exempt entities with majority board overlap to the hospital authority, operate as nonprofit community hospitals open to the public, and restrict further transfers without hospital authority consent.

Permits hospital authorities with jurisdiction populations exceeding 300,000 to transfer hospitals to nonprofit corporations by board resolution alone without voter approval, subject to similar nonprofit status and operational requirements.

Mandates that any hospital transfer be accompanied by assumption of existing labor agreements and continuation of employee bargaining representatives, with additional bonded debt limits of 60% or 80% of hospital asset value depending on board or voter approval.

Allows hospital authorities with populations fewer than 5,000 to sell, lease, or transfer real property to their county on any reasonable terms including no or nominal monetary consideration.
