Amends Michigan Vehicle Code section 307 to limit operator's and chauffeur's license renewals to a single 4-year period instead of allowing multiple 4-year renewal periods.

Requires the secretary of state to capture and update the applicant's photograph during license renewal, with the new image uploaded to the qualified voter file as required by Michigan election law.

Clarifies that applicants must indicate citizenship status on applications for automatic voter registration purposes and allows applicants to decline using the application as a voter registration application.

Prohibits display of any part of an applicant's Social Security number on driver's licenses.

Specifies that address confidentiality program participants must present their participation card when applying for an operator's or chauffeur's license, effective June 27, 2021.
