Requires the secretary of state to capture or reproduce digital photographic images for renewal and duplicate official state personal identification cards and upload them to the qualified voter file as required under Michigan election law.

Limits renewal of official state personal identification cards to one additional 4-year period (removing previous authorization for up to two additional 4-year periods), restricting total validity to 8 years.

Prohibits displaying any part of an individual's Social Security number on the official state personal identification card.

Removes the definition of "veteran" from the veteran designation provisions and instead incorporates it by reference to section 1 of 1965 PA 190, MCL 35.61, in a new definitions subsection.

Clarifies that "communication impediment" includes deafness, hearing loss, and autism spectrum disorder, with limited law enforcement access to this designation.
