Beginning January 1, 2023, the Secretary of State shall not charge fees for issuing or renewing official state personal identification cards, late renewals, address changes, correcting department errors, or adding/removing organ donor designations.

Eliminates the previous $10.00 fee structure for original and renewal identification cards, though a $10.00 fee remains for duplicate cards obtained under specific circumstances.

Removes the definition of "veteran" from references to 1965 PA 190 and instead adds "veteran" as a defined term in the statute meaning that term as defined in section 1 of 1965 PA 190, MCL 35.61.

Updates references to the Address Confidentiality Program Act to cite 2020 PA 301, MCL 780.851 to 780.873, and specifies the effective date of address confidentiality provisions as June 27, 2021.

Maintains existing fee waivers for seniors (65+), individuals with disabilities, veterans, and homeless individuals meeting specific criteria.
