Updates Michigan's Weights and Measures Act to incorporate the 2022 edition of NIST Handbook 130 and 44 (replacing 2014 edition), establishing new standards for commercial weighing devices, packaging, and labeling requirements.

Adds "registration audit" as a defined term and expands enforcement actions against registered service agencies and servicepersons to include failure to comply with audit requests, improper sealing, and failure to use approved security seals with unique identifying marks.

Requires electric vehicle fueling systems to comply with section 3.40 of the 2022 NIST Handbook 44 (effective January 1, 2023) and exempts cottage food operations from displaying their address on labels if registered with the MSU Product Center.

Modifies language regarding placed-in-service reports to require submission of "all applicable test or calibration data" within 5 business days and adds new grounds for enforcement actions including device placement without proper certification and failure to submit reports for out-of-tolerance devices.

Increases criminal penalties for weights and measures violations, with misdemeanors now punishable by up to 1 year imprisonment or $1,000-$10,000 fines, and felonies punishable by up to 5 years imprisonment or $5,000-$20,000 fines plus economic benefit recovery.
