Establishes the Michigan legislative medal of valor as the second highest legislatively issued military award in the state under the existing Michigan legislative state medal program.

Authorizes the legislature to award the medal to living or deceased service members who were born in Michigan, were Michigan residents when entering military service, or died in the state.

Requires recipients to have performed specific acts of bravery or outstanding courage involving personal hazard, voluntary risk of life, and accomplishments so exceptional as to set them apart from their comrades, with a lesser standard of gallantry than the Michigan legislative medal of honor.

Directs the legislative council administrator to submit nominee information to relevant house and senate committees, including reasons for rejection or recommendations for approval.

Provides that the legislature may award the medal by concurrent resolution, with the speaker of the house and senate majority leader presenting the medal in the presence of sponsoring legislators and the recipient's district representatives.
