Establishes a Michigan legislative state medal program to be operated by the legislative council with rules to be determined by the council

Designates the legislative council administrator to receive and evaluate medal nominations to determine if nominees meet applicable standards under sections 132a and 132b

Requires medal nominations to include a written account of the occurrence, eyewitness statements, official records, sketches, maps, diagrams, or photographs supporting the facts

Creates a website for public submission of medal nominations and allows state representatives and senators to submit nominations to the relevant house and senate committees on military and veterans affairs

Takes effect only upon enactment of House Bill 5895, House Bill 5896, and a companion Senate Bill (request nos. 03838'21, 03840'21, and 05388'22)
