Requires the auditor general to conduct audits of all economic development projects conducted by the Michigan Economic Development Corporation or Michigan Strategic Fund beginning March 1, 2023 and every 3 years thereafter.

Requires the auditor general to conduct audits of all state economic development projects costing more than $750,000.

Defines "economic development project" according to the Michigan Strategic Fund Act, 1984 PA 270.

Maintains existing auditor general authority to access confidential information, documents, and records while remaining subject to the same confidentiality duties and penalties as the providing entity.

Clarifies that state officers and employees cannot be penalized under state law for providing information to the auditor general as requested.
