Adds new definition of "deer or elk baiting" as depositing or distributing feed to aid in taking deer or elk, with exemptions for bird feeding, logging/agricultural practices, and covered agricultural feed storage.

Permits individuals to engage in deer or elk baiting during open hunting seasons if using only single-bite bait (chopped/diced carrots, sugar beets, or apples) with no more than 5 gallons spread over a 20-foot-diameter circle with pieces at least 2 feet apart.

Separates "deer or elk baiting" from "deer or elk feeding" definitions, removing language allowing baiting as provided by commission order under section 40113a.

Removes previous subsection (2) of section 40111a that defined "deer and elk feeding" for purposes of preventing starvation or recreational viewing and its associated exemptions.
