Prohibits manufacturing, assembling, selling, offering to sell, or transferring firearms in Michigan without a firearm serial number on the frame or receiver.

Prohibits selling, offering to sell, or transferring firearm frames, receivers, or firearm precursors in Michigan without a firearm serial number.

Requires possession or ownership of firearms or firearm precursors to include a serial number beginning 1 year after the law's effective date.

Creates penalties of up to 2 years imprisonment or $1,000 fine for manufacturing/selling unserialized firearms, and a misdemeanor (up to 90 days or $100 fine) for first-time possession violations, escalating to felony for subsequent violations.

Exempts firearms manufactured before October 22, 1968, antique firearms, licensed firearms dealers, law enforcement transfers, and federally marked firearms from these requirements.
