Adds "business day" definition (excluding Saturdays, Sundays, and legal holidays) and requires public bodies to notify requestors in writing within 2 business days of receiving a FOIA request.

Modifies the 5-business-day response deadline by allowing public bodies to issue only one extension notice of up to 10 business days, with failure to respond constituting a denial if willful and intentional or if the request clearly identifies itself as a FOIA request.

Requires written denial notices to acknowledge the existence of withheld records, generally describe them, and fully explain all exemption grounds for complete withholdings (not just stating exemptions apply).

Clarifies that public bodies maintaining law enforcement records management systems for subscriber agencies must identify the subscribing agency and redirect requestors within 10 business days if records are stored on behalf of another public body.

Makes technical corrections including changing "electronic mail" to "email," "requester" to "requestor," and "attorneys'" to "attorney" throughout the statute.
