Replaces "shall" with "must" throughout Section 4 of the Freedom of Information Act for grammatical consistency and clarity in mandatory requirements.

Adds requirement that public bodies provide requestors with multiple fee payment methods including electronic payment if they accept electronic payments for other transactions.

Establishes that if a public body denies a fee waiver or reduction claiming it is not in the public interest, that determination may be challenged in civil court with de novo review.

Clarifies that a public body cannot charge for labor associated with redaction if it previously redacted the same record and still possesses the redacted version.

Adds provisions for reduced labor charges (5% per day, maximum 50% reduction) when public bodies fail to respond to FOIA requests within required timeframes, if the delay was willful or the request clearly indicated it was a FOIA request.
