Requires the Secretary of State to make all campaign finance statements and reports filed electronically available on a single public website without charge within 3 business days of receipt, including detailed descriptions of expenditure purposes.

Mandates the Secretary of State update the electronic filing system each time changes are made to campaign statement requirements under section 26.

Changes filing deadline language from "within" to "not later than" for various compliance periods (4 business days for error notices, 9 business days for corrections, 12 business days for reporting violations).

Adds requirement that committees file electronically with the Secretary of State a detailed description of the purpose for each expenditure or disbursement totaling more than $50.00.

Makes technical corrections to statutory language including replacing "shall" with "must" throughout sections 16, 18, and 26, and clarifying that late filing fees are excluded from provisions prohibiting charges for filing statements or reports.
