Appropriates up to $50,000,000 from the state school aid fund for fiscal year 2022-2023 to reimburse eligible school districts for transportation costs.

Defines eligible districts as those with fewer than 20.0 pupils per square mile, with tiered per-pupil reimbursement rates: $250 for districts with fewer than 10.0 pupils per square mile, $200 for districts with 10.0-14.9 pupils per square mile, and $150 for districts with 15.0-19.9 pupils per square mile.

Requires the department to prorate payments equally among eligible districts if total funding is insufficient to fully fund all calculated reimbursements.

Directs the department and state budget office to submit a report to the legislature by January 1, 2023 analyzing rural district transportation challenges, cost drivers, and per-pupil transportation expenses across all districts.
