Allows individuals to obtain fingerprints for criminal history checks from local law enforcement agencies or county sheriff's offices on a Michigan applicant fingerprint card, rather than requiring submission through the department of state police.

Changes mandatory language from "shall" to "must" throughout the statute for grammatical consistency.

Removes the September 30, 2017 deadline for child care center licensees, group child care home licensees, family child care home licensees, child care staff members, and adult household members to submit fingerprints.

Clarifies that licensees and program directors who have undergone a criminal history check and remained continuously licensed do not need to repeat the check upon license renewal or reapplication.

Maintains existing requirements for criminal history checks, sex offender registry searches, state criminal registry searches, and records database reviews for all applicants and child care staff members.
