Superintendent of public instruction must not approve teacher preparation institutions or alternative teaching programs for K-6, special education (emotional impairments, learning disabilities, teacher consultation, early childhood special education, speech language impairments), reading endorsement, or reading specialist programs unless they provide instruction on evidence-based reading methods, dyslexia characteristics, and structured language literacy grounded in science of reading.

Superintendent must not approve teacher preparation institutions or alternative teaching programs for K-12 teachers in all subject areas unless they provide instruction on dyslexia characteristics, secondary consequences of dyslexia, instructional adjustments for students with dyslexia, and multi-tiered system of support (MTSS) framework methods.

Required instruction for K-6 and special education programs includes teaching about dyslexia characteristics, risk factors for decoding difficulties, secondary consequences (reading comprehension problems, vocabulary gaps, behavioral difficulties), instructional adjustments, and schoolwide/classroom infrastructure development using MTSS framework.

Defines "dyslexia," "evidence-based," "multi-tiered system of support (MTSS)," "science of reading," and "structured language and literacy" by reference to section 1280i.

Bill takes effect only if House Bills 5937, 5934, and 5935 are also enacted into law.
