Expands definition of "child abuse" to include "serious mental or emotional abuse" in addition to existing categories of harm through nonaccidental physical or mental injury, sexual abuse, sexual exploitation, or maltreatment.

Expands definition of "child neglect" to include "serious mental or emotional abuse" by a parent, legal guardian, or responsible person.

Defines "serious mental or emotional abuse" as a condition exhibited by a child's severe anxiety, depression, withdrawal, or aggressive behavior toward themselves or others.

Changes reference from "person" to "individual" in the definition of "child" under 18 years of age.

Removes the definition of "member of the clergy" from section (n) and relocates it to section (u) within the amended statute.
